Mr. Talbot of the F. O. rang me up today.

about the summary of exports of arms. He asked

if it was possible for Hong Kong to give the

value of all consignments, and, after speaking to

Mr. Gent, I told him that I thought this would be

impossible or at least extremely difficult. There

are no customs' returns in Hong Kong and the

only possible means the railway department would

have of noting the value of consignments would be

if there wERE an obligation to show this on the

permits issued by the Chinese

Government.
